why is the 1996 HAAS VF3 Spindle Not Orienting

My buddy got a bit of a headscratcher with his 1996 HAAS VF3 mill (runs up to 7500 RPMs).

Basically, the spindle's acting all wonky when it tries to orient itself. It can't seem to find the right spot and doesn't go back to the same position consistently. Sometimes it just spins back and forth for a while.

He have spent some money on it to replaced the encoder and the vector drive, but it's still doing the same annoying stuff. I even helped by tested the spindle motor on its own with a different controller and hooked it straight to power, and it seemed to run fine.

But when it's all hooked up in the machine and I tell it to justdo the M03 command, the spindle load gauge goes nuts. I mean like bouncing around 180% or just spiking straight up to 200%. Something's definitely not right.

When he gave it a m03 at 1900 RPMs, the encoder read something like 270-300 RPMs all over the place, but it looked like it was spinning around that speed.

Then, if he gave it M03 S4000, the encoder still reads 270-300 RPMs, and it looks like it's spinning at the exact same slow speed as when I told it to do 1900 RPMs. So, no matter what speed, it won't go any faster than that. It does the same thing in low gear, but the RPM readings are even lower, like 80-90.

Here are the settings (parameters) it's currently using:

He plans to get a tachometer and do some more testing to determine the actual spindle speed.
Any ideas in the meantime would be super helpful!
 
Have you checked if all the machine settings are correct for this model? you may also need to ensure that all encoder wires and connections are working, and if the spindle loads correctly.
 
I'm no expert but I think your encoder or drive setup might be off. Give the steps/rev and spindle orientation settings another look and make sure they match what the factory recommends.
 
@GreenFlagMan my money would be on a wiring issue for this one. It sounds like a problem with the connection between the vector drive and the spindle motor, or even more likely, the encoder cable.
That crazy bouncing load gauge and the bad RPM reading are a huge sign that the signal is getting corrupted somewhere. try double check all the wires for a loose connection or any tiny frays that could be shorting out
 
You swapped the vector drive and encoder, but did you check the shot-pin/orient mechanism? On older VF‑3s, a worn shot pin or loose encoder ring will let the spindle wander and flip-flop without setting the right orientation. Also, make sure the encoder read-head is grounded properly and aligned to spec, or it's just garbage feedback.
 
The control isn't reading the encoder properly under load, since the motor spins fine standalone, it's probably a mismatch or signal issue between the encoder and the drive. Verify that Parameter 239 (encoder steps/rev) actually matches the encoder hardware. I agree with @ryxiebart

You're spot on, damage to the encoder ring is frequently ignored, yet it leads to those very symptoms. The alignment of the read-head is equally important, just being a few thousandths off can result in sporadic signal loss. I'd also recommend examining the cable between the read-head and the controller. It's not uncommon for machine movement to cause flex damage, which can lead to similar intermittent issues.
 
If the spindle load meter pegs at 200% even though it's clearly not under load, that's usually the drive fighting bad position feedback. Before swapping more parts, grab a scope and actually watch the encoder A/B channels. If they're not clean and square, the control won't know where it is. Dirty signals = crazy readings.
