How do you fix chip nests without guessing? i'm looking for a simpler process

I’m trying to learn chip control basics and it is confusing because it feels like everything affects everything. People say increase feed, decrease feed, change RPM, adjust coolant, use a different tool, and I do not know what order to test things in. I want a simple routine for troubleshooting so I stop making random changes and hoping it improves.

This weekend I got one run where the chips broke nicely and it was honestly satisfying because the whole cut sounded calmer and looked controlled. Then I tried the same material again and got long strings and wrapping, which made me nervous that I do not understand the why. If you were teaching a beginner, what would you have them change first, and what is the easiest tool change that tends to improve chip breaking without needing a perfect feeds and speeds chart?
 
Easiest tool change I’ve seen make a difference is going to a chipbreaker style end mill, or even just switching flute count for the material. Like fewer flutes for aluminum to give chips more room, and a chipbreaker for steels so it actually snaps the chip instead of making ribbons.

Start with feed first, then depth of cut, then chipbreaker geometry. Everything else is noise until those are stable.
 
If chips are stringing, I’d go in this order: chipbreaker geometry first (insert or grind), then feed rate up slightly, then depth of cut, and only after that touch RPM. Coolant is last because it usually just helps symptoms, not causes.
